The numbers from Phase 1 tell you exactly how competitive this scheme is. In Jhelum alone, 5,942 people applied, 4,303 passed the NADRA check and 730 were picked by computerised ballot, so only a small share of applicants receive a plot.

Winning the ballot is not the final allotment. There are still steps before you can build:
Step A: Final Document Verification
The portal does not publish the checks between the ballot and the allotment letter. Keep your documents ready and answer any call from PHATA.
Step B: Allotment Letter Issuance
Once verification is cleared, you receive a formal Allotment Letter from PHATA. This is the official document confirming the plot is yours.
Step C: Possession Handover
You then get possession of the plot. The construction deadlines below count from the date of possession.
Step D: Construction Begin
You must start construction within 6 months of possession. If you miss the construction timelines, the allotment is cancelled after a one-month written notice.
Step E: Construction Completion
You must complete construction within 2 years. The plot can only be used for residential purposes, and it cannot be sold, transferred or leased for 5 years from allotment.
Step F: Apply for ACAG Construction Loan (Optional)
After possession, you can apply for the Apni Chhat Apna Ghar (ACAG) interest-free construction loan of up to Rs 1.5 million. The Nation (5 July 2026) reported that plot allottees can take the ACAG loan.
Terms and Conditions You Must Follow
The Punjab Government has set strict TORs (Terms of Reference) to prevent misuse:
