What Is the PM Youth Loan Scheme?
People search for it as prime minister youth loan, youth loan scheme, Wazir-e-Azam youth loan scheme or just youth loan. All of these point to one federal scheme run by the Prime Minister's Youth Programme (PMYP) with the State Bank of Pakistan (SBP) and the banks.
The government pays part of the markup, so young business owners and farmers get a cheap loan (qarza) while the bank still earns its normal rate. You can use it to start a business, grow an existing shop or workshop, buy machinery, or run a farm, dairy, poultry or fishery.
The scheme covers all sectors. Under the SBP rules, up to 65% of your loan can go on civil works, and vehicles are allowed for commercial use, one per borrower in most cases.
Kamyab Jawan and PMYB&ALS: the name change
The scheme started in 2019 as the Prime Minister's Kamyab Jawan Youth Entrepreneurship Scheme. On 12 December 2022 the SBP circular renamed it PMYB&ALS and added interest-free microloans and agriculture loans. Dawn reported the change on 13 December 2022.
So the "Kamyab Jawan program loan" and the PM youth loan are the same loan today. The PMYP website and app still carry the Kamyab Jawan name in places, which is why many searchers still use it. Older posts about Kamyab Jawan tiers (with different limits) are out of date.

Source: SBP IH&SMEFD Circular No. 12 of 2022, matched with the PMYB&ALS portal on 28 October 2026. Existing businesses put in no own money at any tier. Vehicles you finance serve as the collateral.
How long you can take to repay
- Tier 1: up to 3 years, equal monthly instalments (kist). Crop loans run up to 1 year with one lump-sum repayment after harvest.
- Tier 2 and 3, long-term loans: up to 8 years, with a grace period of up to 1 year.
- Tier 2 and 3, working capital: up to 5 years. Banks may take only markup in the first 2 years and principal plus markup in the next 3.
You can hold at most two loans, one long-term and one short-term, within the Rs7.5 million total. Farmers can take one production loan and one development loan.
Monthly instalment examples
These are our own estimates, not bank quotes. A Tier 1 loan of Rs500,000 at 0% over 3 years is about Rs13,900 a month. A Tier 2 loan of Rs1.5 million at 5% over 8 years is roughly Rs19,000 a month on a reducing balance. Your bank's schedule decides the real figure. The portal has a free repayment calculator and Excel templates for balance sheet, cash flow and income statement.
Under the SBP rules, Tier 1 applications are processed and paid out only through microfinance banks and institutions chosen by the wholesale lending banks. Do not expect a big commercial branch to handle a Rs300,000 loan directly.
Eligibility and Age Limit
- You must be a resident Pakistani with a valid CNIC and entrepreneurial potential.
- Your age must be 21 to 45. For IT and e-commerce businesses the minimum is 18, with at least matriculation or equal education.
- For a partnership or company, only one owner, partner or director needs to be in the age range.
- Start-ups and existing small businesses owned by youth can both apply, as can farmers.
- Government employees cannot apply. Non-resident Pakistanis cannot apply either.
- There is no minimum education in general. A degree helps the bank decide, but if your business needs a licence or certificate, you must hold it.
- HBL's product page adds that anyone who is a guarantor on another person's scheme loan is excluded, and that you can file up to two applications per CNIC. We found this only on the bank page, so confirm it when you apply.
Participating Banks
The portal says the scheme runs through 15 commercial, Islamic and SME banks. It does not print the list on its public home page, and the list may change. You see the available banks when you apply.

Banks that publish their own PMYB&ALS page include HBL, Askari Bank, Bank of Punjab and National Bank of Pakistan (NBP). In Balochistan, the SBP rules require NBP to designate at least one branch per division. Check each bank's page for its own checklist and dates, because they differ.
How to Apply Online on the PMYP Portal (Step by Step)
The "kamyab jawan program loan online apply" search ends at one place: the PMYB&ALS loan portal. The main site pmyp.gov.pk is now the Digital Youth Hub, and its loan page is separate. No agent, WhatsApp number or bank branch takes paper forms.
- Open pmybals.pmyp.gov.pk. The portal's own FAQ also points to the form address pmyp.gov.pk/
bankform/ newapplicantform. - Click Apply for Loan.
- Enter your CNIC number and CNIC issue date, and select your tier. NADRA verifies the CNIC number, issue date and date of birth, so type them exactly as on your card.
- Complete the rest of the form: your details, business or farm details and your preferred bank. A user manual in English and Urdu is on the form page.
- Pay the small processing fee. The 2022 SBP circular set it at Rs100, including NADRA verification, and non-refundable.
- Submit and save your confirmation. The bank then contacts you, checks your business plan and credit record, and verifies the business.
- Follow the bank's instructions on documents, security and equity, then wait for approval and disbursement.
We did not submit a live application, so the exact screens after step 3 may change. Use the portal's manual as the final guide.
The only government fee mentioned in the scheme rules is the small portal processing fee. Anyone who asks for Rs5,000 to "approve" your youth loan, or sends a link outside the pmyp.gov.pk domain family, is likely a scam. See our guide to applying for loans online safely in Pakistan.
Documents You Should Prepare
The portal itself needs only your CNIC details to start. The bank asks for the rest, and lists vary by bank and tier. Askari Bank's page names these, which is a good general checklist:
- CNIC (NADRA-verified), plus a photograph.
- For a new business: a feasibility report or business plan. SMEDA gives free guidance.
- For an existing business: annual financial statements and bank statements.
- A recent electricity bill for the business or residence.
- Two references with CNIC copies.
- An NTN certificate, mandatory before disbursement on that bank's list.
- Ownership papers of any collateral (Tier 3).
- For IT or e-commerce applicants aged 18 to 20: matriculation certificate.
Ask your bank for its own list before you go. HBL's page does not list documents at all.
How to Check Your Application Status
- Open the Track page on the PMYB&ALS portal (pmybals.pmyp.gov.pk, then "Track").
- Enter your CNIC, mobile number, CNIC issue date and date of birth, exactly as in your form.
- Press Submit to see where your application stands.
The portal has a public dashboard. On 28 October 2026 it showed about 3.74 million applications, 448,018 approved loans worth Rs567.7 billion, and 434,448 disbursed loans worth Rs251.3 billion. About 2.0 million applications were rejected. In plain terms, roughly 1 in 9 applications has ended in a disbursed loan, so a good plan and clean documents matter.
Common Mistakes and Rejection Reasons
- Wrong CNIC issue date or date of birth. NADRA checks fail and the form stops.
- Applying as a government employee. This is not allowed.
- No workable business plan. The bank judges your plan and repayment ability. Use the free SMEDA help.
- Poor credit record. Loans are reported to the credit bureau (e-CIB), and old defaults count.
- Choosing the wrong tier. Ask for the amount your business really needs, within the tier rules.
- Believing last-date or "approved list" posts. Neither exists on the official portal.
Helpline and Contact Points
We could not verify a toll-free PMYB&ALS helpline on pmyp.gov.pk, so we do not list one. These are the contacts the official sites publish:
- PMYP contact page: email complaint@pmyp.com, address Prime Minister's Youth Program, Islamabad.
- Complaints and suggestions: the loan form page points users to the Citizen Portal app.
- SMEDA free business-plan help: Lahore (042) 111-111-456; Karachi (021) 111-111-456; Peshawar (091) 111-111-456; Quetta (081) 2831623. Email addresses are on the loan portal.
Tier 4: Laptop and Overseas Worker Loans
SBP circular SH&SFD No. 01 of 3 February 2025 added a Tier 4 at 0% for the borrower. The loan portal links to both applications.
- Laptop loans (Apply for Laptop For All): Rs150,000, Rs300,000 or Rs450,000 (or the actual cost if lower), for HEC-recognised students, freelancers and young entrepreneurs aged 18 to 30. Up to 4 years. Universities refer students to banks, and a family member gives a personal guarantee.
- Prospective overseas workers: up to Rs1 million for training, visa, travel and settlement costs. Age 21 to 45 with an authenticated job or offer letter. Up to 5 years, with a family guarantor.
Other PM Youth Programme Initiatives
The Digital Youth Hub (pmyp.gov.pk) groups the programme's work under four areas: education, employment and entrepreneurship, engagement, and environment. It lists jobs, internships, scholarships and skills courses. Its home page claims about 600,000 laptops distributed and 364,000 skills scholarships.
The newest item is the Prime Minister's Youth Chromebook Scheme. PM Shehbaz Sharif launched it on 25 October 2026 to give 500,000 Chromebooks, with bags and MiFi internet devices, to students of schools and seminaries over two years, on merit (Pakistan Today, 26 October 2026). The report does not say how students apply, so wait for official notices. This is separate from the Tier 4 laptop loan above.
Latest News (2026)
- 24 February 2026: PMYP chairman Rana Mashhood Ahmad Khan launched the PMYB&ALS impact report. He said the scheme may grow from Rs200 billion to Rs300 billion for 2026-27 and that the Tier 3 ceiling was under review for a rise to Rs20 million to Rs30 million (APP). Another APP report dated 18 February carries a higher limit, but its headline and body figures differ, so we treat it as unconfirmed.
- 2026-27 budget: Rs22.4 billion allocated to the loan scheme, and Rs40.58 billion to PMYP initiatives overall (Pakistan Today, 27 July 2026).
- 24 October 2026: The chairman said in Karachi that the government is giving interest-free loans through the scheme and that over 950,000 youth have joined the Digital Youth Hub (Radio Pakistan).
- 25 October 2026: Chromebook scheme launched.
The loan portal still shows Rs7.5 million as the Tier 3 maximum on 28 October 2026. Plan on that figure until the SBP or the portal says otherwise.
Youth Applicants and the PM House Loan
This business loan cannot buy or build a home. If you are a young family that also wants a house, the federal Wazir-e-Azam Apna Ghar house loan is separate and has its own banks and rules. Read our Shahbaz Sharif loan scheme guide and the Mera Ghar Mera Ashiana guide for the house loan side.
Taking one does not automatically block the other, but a bank will look at your total monthly repayments for both. For every government loan in one place, see our loan schemes hub. Punjab residents may also look at Asaan Karobar and the Maryam Nawaz loan schemes.
Frequently Asked Questions
It is the Prime Minister's Youth Business and Agriculture Loan Scheme (PMYB&ALS). It gives business and farm loans of up to Rs7.5 million to Pakistanis aged 21 to 45 through participating banks, at 0%, 5% or 7% markup depending on the tier. As of 28 October 2026 the portal is open.
The loan part is the same scheme under a new name. The State Bank of Pakistan renamed the Kamyab Jawan Youth Entrepreneurship Scheme to PMYB&ALS on 12 December 2022 and added interest-free microloans and agriculture loans. People still search for it as Kamyab Jawan.
Apply only online at the PMYB&ALS portal, pmybals.pmyp.gov.pk. Click Apply for Loan, enter your CNIC, CNIC issue date and tier, complete the form and choose a bank. There is no paper form at bank branches.
Tier 1 is up to Rs500,000 at 0%. Tier 2 is above Rs0.5 million up to Rs1.5 million at 5%. Tier 3 is above Rs1.5 million up to Rs7.5 million at 7%.
The age limit is 21 to 45 years. For IT and e-commerce businesses the minimum age is 18, with at least matriculation education. For partnerships and companies, one owner or director must be in the age bracket.
No. The portal says government employees are not eligible, and the scheme is only for resident Pakistanis, so non-resident Pakistanis cannot apply.
No last date is published on the portal or in the SBP circulars. Ignore posts that give a deadline. Banks can have their own product page dates, so confirm with your chosen bank.
Open the Track page of the PMYB&ALS portal and enter your CNIC, mobile number, CNIC issue date and date of birth, exactly as in your form.
The portal says 15 commercial, Islamic and SME banks take part. Bank pages for HBL, Askari Bank, Bank of Punjab and National Bank of Pakistan describe the scheme. The portal shows the current list when you apply. Tier 1 loans are made through microfinance banks and institutions.
The SBP circular of 12 December 2022 sets a maximum of 45 days for processing. Actual time depends on your documents, business plan and the bank.
We could not verify a toll-free helpline on pmyp.gov.pk. The site lists the email complaint@pmyp.com. The loan portal lists SMEDA help desks for free business plan guidance, for example (042) 111-111-456 in Lahore.
Not on the portal. It still shows Rs7.5 million on 28 October 2026. Officials said in February 2026 that a higher limit was under review, and one APP report carried a higher figure with inconsistent numbers. Treat any higher limit as unconfirmed until the portal and SBP show it.
