Mera Ghar Mera Ashiana was a federal housing loan scheme launched through the State Bank of Pakistan on 24 September 2025. It offered up to Rs2 million at 5% or Rs3.5 million at 8% for first-time home buyers. In February 2026 the government raised the limit to Rs10 million at a fixed 5% for 10 years. A government notification of 26 March 2026 renamed it the Wazir-e-Azam Apna Ghar Program, Ghar Ho Tu Apna, and the PM launched it nationally on 30 April 2026. As of October 2026 it is open: apply online at apnaghar.gov.pk or at any participating bank branch. To compare it with ordinary bank home loans, read bank house loans in Pakistan 2026.

Is Mera Ghar Mera Ashiana Still Running in 2026?
Yes, but not under the old terms. The scheme was never closed. It was upgraded and given a new public name.
On 27 February 2026, the Economic Coordination Committee (ECC) approved big changes to Mera Ghar Mera Ashiana. The loan limit went up to Rs10 million. The 8% rate was removed and one rate of 5% now applies to everyone. Houses up to 10 marla and flats up to 1,500 sq ft became eligible. The State Bank then notified the revised features to banks on 17 March 2026 (SH&SFD Circular Letter No. 01 of 2026).
On 30 April 2026, PM Shehbaz Sharif launched the "PM Apna Ghar Programme" in Islamabad with exactly these terms: up to Rs10 million, 5% for 10 years, 20-year tenure and houses up to 10 marla. Banks now sell the product as "Wazir-e-Azam Apna Ghar Program – Ghar Ho Tu Apna".
Is the link between the two schemes official?
Yes. On 1 April 2026 the State Bank sent banks SH&SFD Circular Letter No. 02 of 2026. It passes on Ministry of Housing and Works Notification No. 1(20)/2025-PPW dated 26 March 2026, which says the scheme previously titled "Mera Ghar-Mera Ashiana" shall be known as "Wazir-e-Azam Apna Ghar Program-Ghar Ho Tu Apna". Bank pages show the same link. Allied Bank's Islamic page says Ghar Ho Tu Apna is offered under SBP SH&SFD Circular No. 03 of 2025, which is the original Mera Ghar Mera Ashiana circular. Standard Chartered's Ghar Ho Tu Apna page links to the MGMA circular and to an SBP letter on "changes in features of MGMA". So it is officially the same subsidy scheme with a new name and better terms.

The good news for old borrowers: the ECC said loans already disbursed under the 8% tier would be adjusted to 5% for uniformity.
Can Old Mera Ghar Mera Ashiana Applicants Continue?
- Loan already disbursed: your loan continues. The ECC decided that existing loans move to the 5% rate. Ask your bank for a revised repayment schedule if your kist has not changed.
- Application pending at a bank: banks process both under the same SBP scheme. Contact your branch and ask whether your file will be processed under the revised terms or needs a fresh form. No official rule on this has been published.
- Rejected earlier: you can apply again under the new terms. The higher limit and bigger house size may make a property that did not qualify before eligible now.
Eligibility Criteria
The official scheme rules are short. Each bank then adds its own credit checks.
Scheme rules (SBP / government)
- Pakistani citizen with a valid CNIC. Since 15 June 2026, overseas Pakistanis with NICOP or POC can also get financing under the scheme (SBP Circular Letter No. 03 of 2026).
- First-time home owner: no house or flat in your name.
- Loan can be used to buy a house or flat, build on a plot you own, or buy a plot and build.
- Employees of banks, DFIs and microfinance banks are not allowed to benefit (SBP Circular Letter No. 05 of 2026, 14 September 2026).
- No BISP or PMT poverty score is needed. This is a bank loan, not a cash grant.
Bank criteria (examples from bank pages)
- Meezan Bank: minimum gross income Rs40,000 a month; age 18 to 65 at loan maturity (or retirement age for salaried).
- Allied Bank: minimum net disposable income Rs37,000 a month; age 21 to 60 on its main page (its Islamic page says 25 to 60), and at maturity not over 60 if salaried or 65 if self-employed.
- Standard Chartered Saadiq: income Rs50,000; only Karachi, Lahore and Islamabad/Rawalpindi.
Salaried people, business owners and people with informal income (for example shopkeepers or drivers) can all apply. Banks use different forms for each: Green for salaried, Blue for formal business and Pink for informal income.
How to Apply Now (Online or at a Bank)
There is no separate "Mera Ghar Mera Ashiana online apply" portal any more. Use the Apna Ghar route:
- Check the basics. Make sure no house is registered in your name and that you can pay 10% of the property price yourself.
- Choose the property. A house up to 10 marla or a flat up to 1,500 sq ft, or a plot you own where you will build. Keep the title papers ready.
- Go to apnaghar.gov.pk. Create an account with your CNIC and mobile number. See our Apna Ghar login and portal guide for screenshots.
- Fill the application and select the bank you want. You can also skip the portal and fill the bank's Green, Blue or Pink form at a branch.
- Submit documents to the bank (see the list below).
- Wait for the decision. Banks have been told to decide complete applications within 15 working days.
- Valuation and legal check. The bank checks the property and title. Pay any valuation or legal fees at actual cost.
- Sign and receive the loan. The house is mortgaged to the bank until the loan is repaid.
Sites with names like "meragharmeraashiana" are private blogs, not government portals. Never pay anyone a "registration fee". Apply only at apnaghar.gov.pk or a bank branch.
Documents Required
On 14 October 2026, the PM's meeting cut the mandatory documents for the Apna Ghar scheme from 25 to 5. The official list of the five documents had not been published in the news reports. Until your bank confirms, keep these ready:
- Copy of valid CNIC (or NICOP/POC for overseas Pakistanis)
- Proof of income: salary slip or bank statement
- Employment letter (salaried) or business proof (self-employed)
- Property documents: sale agreement, title papers or plot ownership
- Recent photographs and a filled bank application form
Use our Apna Ghar documents checklist for a printable version.

| National Bank of Pakistan (NBP) | Wazir-e-Azam Apna Ghar Program / Mera Ghar Mera Ashiana | Check with bank |

Mera Ghar Mera Ashiana Instalment Plan (Estimates)
We worked out these monthly instalments (kist) with the standard loan formula for a 20-year loan. They are estimates for years 1 to 10 only. Your bank's figure may differ slightly because of takaful/insurance and timing. From year 11 the rate moves to the market rate, so the kist will change.
| Loan amount | Rate | Approx. monthly kist (years 1-10) |
|---|---|---|
| Rs2 million (old Tier 1) | 5% | about Rs13,200 |
| Rs3.5 million (old Tier 2, before the cut) | 8% | about Rs29,300 |
| Rs3.5 million (after the cut) | 5% | about Rs23,100 |
| Rs2.5 million | 5% | about Rs16,500 |
| Rs5 million | 5% | about Rs33,000 |
| Rs7.5 million | 5% | about Rs49,500 |
| Rs10 million | 5% | about Rs66,000 |
The 5% cut alone saves an old Tier 2 borrower about Rs6,000 a month on a Rs3.5 million loan. Remember the 10% down payment too: a Rs10 million loan needs a property worth at least about Rs11.1 million. Try your own numbers on our Apna Ghar loan calculator.

Common Reasons for Rejection
- Already owning a house or having one in your name through inheritance.
- Weak title papers: unregistered plots, disputed land or unapproved housing societies.
- Kist too high for your income: banks cap the instalment against your monthly earnings.
- Poor credit record: overdue loans or credit card defaults on your e-CIB report.
- Property too big: over 10 marla or a flat over 1,500 sq ft.
- Missing 10% equity: the bank will not finance the full price.
How It Compares With Punjab Schemes
This federal loan (5% markup) is open in all provinces, GB and AJK. Punjab families who own a small plot can also consider the interest-free Apni Chhat Apna Ghar loan; see Apna Ghar vs Apni Chhat Apna Ghar.
