Quick Answer

Yes, the Apna Ghar scheme in Sindh is open. The federal Wazir-e-Azam (PM) Apna Ghar Programme covers Islamabad, all four provinces, Gilgit-Baltistan and AJK. You can borrow up to Rs10 million at 5% for the first 10 years. Apply online at apnaghar.gov.pk or at any bank branch. Punjab's interest-free Apni Chhat Apna Ghar and Apni Zameen Apna Ghar are for Punjab residents only.

Many families in Karachi, Hyderabad, Peshawar and Quetta search for the "apna ghar scheme sindh" or "apna ghar scheme kpk" and land on Punjab pages. That causes confusion. This guide explains which scheme you can actually use in your province. It also covers how to apply step by step and which provincial housing schemes are running in 2026.

Apna Ghar Scheme Sindh and KPK: Is It Open?

Yes. Prime Minister Shehbaz Sharif launched the programme on 30 April 2026. Dawn reported that it covers the federal capital, all four provinces, Gilgit-Baltistan and Azad Jammu and Kashmir. So a family in Larkana, Mardan, Turbat or Gilgit has the same rights as a family in Lahore.

The target is 500,000 houses with total financing of Rs3.2 trillion. On 14 October 2026 the government said 75,198 loans worth Rs448 billion had been approved nationwide. About Rs76 billion has already reached roughly 14,000 borrowers. No province-wise split has been published.

The loan comes from banks, not from your provincial government. That is why the process is the same in every province. For full scheme details, see our PM Apna Ghar Programme guide.

Why Punjab schemes do not work in Sindh or KPK

Punjab's Apni Chhat Apna Ghar (ACAG) gives an interest-free loan of up to Rs1.5 million. Its official rules require you to be a permanent resident of Punjab as per your CNIC. Apni Zameen Apna Ghar (AZAG) gives free 3-marla plots, also only to Punjab residents. If your CNIC shows a Sindh, KPK or Balochistan address, these two schemes are not for you.

How to Apply From Sindh or KPK: Step by Step

There is no separate "Sindh form" or "KPK form". The apna ghar scheme online registration 2026 in Sindh and the apna ghar scheme kpk online apply process both use the federal portal. The steps below follow the portal flow reported by ProPakistani in May 2026.

  1. Open apnaghar.gov.pk. Create an account with your name, CNIC, mobile number, email and password.
  2. Log in with your CNIC and password, then click Apply Now.
  3. Choose your income type: salaried, business, or informal/other.
  4. Pick your bank, city and branch. Salaried people should choose the bank where their salary comes.
  5. Select the purpose (buy a house or flat, build on your plot, or buy a plot and build) and the loan amount.
  6. Enter your equity share, the property's city and the tenure.
  7. Fill in personal details. Choose Sindh, Khyber Pakhtunkhwa or your area in the province and district fields.
  8. Add a co-applicant and guarantor if needed. Upload your photo.
  9. Enter your net monthly income, after deductions.
  10. Upload clear scans of your documents, review everything and submit.

Prefer a branch? Walk into any participating commercial bank, Islamic bank, microfinance bank or HBFC office in your city. Staff can file the same application for you. For screenshots of each screen, read our login and portal guide.

Eligibility: Federal Scheme vs Provincial Schemes

The federal scheme is a bank loan, so the bank checks whether you can repay. Provincial schemes target poorer families and use stricter rules.

For the federal scheme you must be a first-time homeowner. You must not have used another government housing scheme. ARY News reported that employees of banks, DFIs and microfinance banks are not eligible.

Documents Required

On 14 October 2026, the government cut the mandatory documents from 25 to 5. The official list of the five has not been published in the news reports yet. Until it is, keep these ready, as listed in the portal's upload step:

See our full documents checklist.

Monthly Instalment Example

Say you buy a Rs5 million house in Hyderabad and put in 10% (Rs500,000). You borrow Rs4.5 million for 20 years. At 5%, the monthly instalment (kist) is roughly Rs29,700 for the first 10 years. This is our own estimate. After year 10 the rate moves to the market rate, so the kist can change. Try your own numbers on the Apna Ghar loan calculator.

Provincial Housing Schemes in 2026

Below are only schemes we could confirm from official sources or major news outlets.

Sindh: Sindh People's Housing for Flood Affectees (SPHF)

This is the main apna ghar scheme Sindh government project. The Sindh government set up SPHF to rebuild homes destroyed in the 2022 floods. The World Bank and other donors help fund it. The target is 2.1 million climate-resilient houses.

Beneficiaries can contact SPHF at its Karachi office: 021-99334120 or 021-34300117, or sphf.gos.pk.

In September 2024 the Sindh Human Settlement Authority also announced a "Sasti Basti" low-cost housing plan. No sites, eligibility rules or application process have been published since. If you are not a flood affectee, the federal loan is the apna ghar scheme Sindh families can use today.

KPK: Ehsaas Apna Ghar

The Khyber Pakhtunkhwa government signed an agreement with the Bank of Khyber in December 2024. The scheme formally launched on 7 July 2025.

Status: We found no official announcement of a new application round in 2026. Ask at a Bank of Khyber branch or the KP Housing Department before paying anyone. Meanwhile, the federal scheme is open in KPK now.

Balochistan

For the apna ghar scheme Balochistan, the federal loan is the only scheme open to the whole province. The provincial government has a fishermen housing scheme in Gwadar. Land demarcation began on 8 July 2026 for about 2,970 plots of 120 square yards, at an estimated cost of Rs2.44 billion. Allotment rules have not been published. We found no province-wide Balochistan housing loan scheme in 2026.

Islamabad, Gilgit-Baltistan and AJK

Residents of these areas apply for the federal Apna Ghar loan in the same way. In Islamabad, the Federal Government Employees Housing Authority (FGEHA) runs projects only for its registered members. We found no open FGEHA membership drive in 2026. We also found no separate GB or AJK housing loan scheme for 2026.
