"Shahbaz Sharif loan scheme 2026" is not one scheme. It is the name people use for the federal loans running under PM Shehbaz Sharif. For a house, the main one is the Wazir-e-Azam Apna Ghar Program: up to Rs10 million at a fixed 5% for the first 10 years, repaid over up to 20 years, through banks or apnaghar.gov.pk. For business, the PM Youth Business and Agriculture Loan Scheme gives Rs0.5m to Rs7.5m at 0% to 7%. As of 28 October 2026 both are open and neither has a last date. Full details are in our PM youth loan scheme 2026 guide, and every other scheme is in loan schemes in Pakistan 2026.
This guide covers every Shahbaz Sharif loan scheme in 2026 that we could confirm on an official portal, a State Bank of Pakistan (SBP) circular, a bank product page or major news. The PM house loan scheme comes first, including which banks offer it and how to apply through a bank. Then come the youth business loan (karobar qarza), the interest-free loan for poor families, the fan replacement loan, and the schemes that are closed or paused.

1. PM House Loan Scheme 2026: Wazir-e-Azam Apna Ghar Program
When people search "PM house loan scheme 2026", "prime minister home loan scheme 2026" or "Shehbaz Sharif Apna Ghar scheme", this is the programme they mean. Its full name is the Wazir-e-Azam Apna Ghar Program: Ghar Ho Tu Apna. PM Shehbaz Sharif launched it in Islamabad on 30 April 2026, and it covers all four provinces, Islamabad, Gilgit-Baltistan and AJK.
It is not a government cash loan. Banks lend the money (qarza) and the federal government pays part of the markup and shares the risk. That is why you pay only 5% for the first 10 years. From year 11 the rate becomes 1-year KIBOR + 3%, so your instalment will change then.
This page gives the short version. For full details on documents, the online form and the loan process, read our PM Apna Ghar Programme guide.
Key terms (SBP, March 2026)
- Loan: up to Rs10 million.
- Your rate: flat 5% for the first 10 years.
- Tenure (muddat): up to 20 years.
- Your share: 10% of the property value; the bank finances 90%.
- Property: a house up to 10 marla (2,720 sq ft) or a flat up to 1,500 sq ft.
- Uses: buy a house or flat, build on your own plot, or buy a plot and build on it.
- Charges: no processing fee and no prepayment penalty at the banks we checked. Legal and valuation charges are taken at actual cost.
Is it the same as Mera Ghar Mera Ashiana?
Yes. The scheme began in September 2025 as "Mera Ghar Mera Ashiana". On 1 April 2026 the State Bank told banks that a Ministry of Housing and Works notification of 26 March 2026 had renamed it the Wazir-e-Azam Apna Ghar Program. The old Rs3.5 million cap and 8% rate were replaced, and loans already given at 8% were moved to 5%. Our Mera Ghar Mera Ashiana page explains the old and new terms.
Who qualifies
- A Pakistani citizen with a valid CNIC who does not own a house or flat in their own name (first-time home owner).
- Since June 2026, overseas Pakistanis holding a NICOP or POC can also apply.
- Salaried, self-employed and people with informal income (for example shopkeepers or daily earners) can apply. Banks use income-estimation models for informal earners.
- Your total monthly loan payments must not go over 65% of your net disposable income.
- No loan default on your credit record.
- Bank, DFI and microfinance bank employees cannot use this scheme (SBP letter of 14 September 2026).
Each bank sets its own minimum income and age rules. For example, Allied Bank asks for a net disposable income of at least Rs37,000 a month and an age of 21 to 60 (65 for self-employed at maturity).
PM house loan calculator: monthly instalment (kist)
Many people search "PM house loan scheme calculator". These are our estimates at 5% over 20 years, for years 1 to 10 only. Your bank's figure may differ a little because of takaful or insurance.
| Loan amount | Monthly kist (years 1 to 10, approx.) | Your 10% share (approx.) |
|---|---|---|
| Rs1,000,000 | Rs6,600 | about Rs111,000 |
| Rs2,500,000 | Rs16,499 | about Rs278,000 |
| Rs5,000,000 | Rs32,998 | about Rs556,000 |
| Rs7,500,000 | Rs49,497 | about Rs833,000 |
| Rs10,000,000 | Rs65,996 | about Rs1,111,000 |
The 10% share is worked out on a property worth the loan plus your share (loan divided by 0.9). Try other amounts in our Apna Ghar loan calculator.
Latest progress
At a review on 14 October 2026, the government said 75,198 loans worth Rs448 billion had been approved, and about Rs76 billion paid out to some 14,000 people. The same meeting cut the documents needed from 25 to 5 and kept a limit of 15 working days for banks to decide on a complete file. On 9 October 2026 SBP also simplified the property papers banks may ask for, and allowed a lien on land records instead of a full mortgage for loans up to Rs5 million.
Which Banks Offer the PM House Loan (HBL, Meezan, Allied Bank, NBP)
All commercial banks, Islamic banks, microfinance banks and HBFC can lend under the scheme. The 5% rate is the same at every bank. What differs is minimum income, branch network, Islamic or conventional mode, and speed. We checked these banks' own product pages on 28 October 2026:
| Bank | Product page name | Mode | Useful detail |
|---|---|---|---|
| Allied Bank (ABL) | Wazir-e-Azam Apna Ghar Program: Ghar Ho Tu Apna | Conventional and Islamic | All ABL branches take applications; Green, Blue and Pink forms online |
| HBL | Ghar Ho Tu Apna (HBL Islamic) | Islamic (Diminishing Musharakah) | Up to Rs10m, no application fee, free property takaful |
| Meezan Bank | Apna Ghar Program | Islamic (Diminishing Musharakah) | Accepts CNIC, NICOP or POC; Green, Pink and Blue forms |
| National Bank (NBP) | Wazir-e-Azam Apna Ghar Program | Check with bank | Application form, Apply Now and FAQs on nbp.com.pk |
| HBFC | Ghar Ho Tu Apna | Housing finance company | Specialist housing lender with its own scheme page |
| Bank Alfalah | Ghar Ho Tu Apna (Home Musharakah) | Islamic | Online application form page |
| BankIslami, Soneri Bank, Standard Chartered | Wazir-e-Azam Apna Ghar Program | Varies | Scheme pages listed on their sites |
We could not find a scheme page for Bank of Punjab or Bank AL Habib on 28 October 2026. That does not mean they cannot lend, since every bank is allowed to. Ask at a branch before you go further. Note that Bank of Punjab is the lender for Punjab's separate interest-free Apni Chhat Apna Ghar loan, which is a different scheme.

How to apply for the PM house loan through a bank
- Pick a bank. Choose one where you already have an account, or one with a branch near the property.
- Download the right form from the bank's scheme page: Green for salaried, Blue for business or self-employed, Pink for informal income (Allied Bank and Meezan use these colours).
- Check your kist. Make sure the instalment plus your other loan payments stays under 65% of your take-home income.
- Collect your papers: CNIC, photos, income proof and the property's title or allotment papers. After October 2026 banks should ask for far fewer documents than before.
- Submit at the branch and ask for a written acknowledgement of the documents you hand over.
- Valuation and approval. The bank values the property and must decide within 15 working days of a complete file.
- Disbursement. For a purchase the money goes to the seller. For construction it is released in stages.
Apply online at apnaghar.gov.pk instead
You can also create an account with your CNIC on apnaghar.gov.pk, fill the form there and choose a bank. The bank still makes the loan decision. Our Apna Ghar login and portal guide walks through each screen, and the documents checklist lists papers to keep ready.
2. PM Youth Business and Agriculture Loan Scheme (Shahbaz Sharif Karobar Loan)
If you are searching for a "Shahbaz Sharif karobar loan scheme" or "PM youth loan", this is it. The PM Youth Business and Agriculture Loan Scheme (PMYB&ALS) gives business and farm loans to young Pakistanis through partner banks. It replaced the old Kamyab Jawan scheme in December 2022.
| Tier | Loan amount | Markup | Security or channel |
|---|---|---|---|
| Tier 1 | Up to Rs500,000 | 0% | Through microfinance and wholesale lenders |
| Tier 2 | Above Rs0.5m up to Rs1.5m | 5% | Personal guarantee |
| Tier 3 | Above Rs1.5m up to Rs7.5m | 7% | Collateral as per bank policy |
Tier 2 and Tier 3 loans can run up to 8 years with up to one year of grace. New start-ups put in 10% (Tier 2) or 20% (Tier 3) of their own money; existing businesses put in nothing. HBL says Tier 1 loans run up to 3 years. As a rough guide, Rs500,000 at 0% over 3 years is about Rs13,900 a month.
Who can apply
- Pakistani residents aged 21 to 45. For IT and e-commerce businesses the minimum age is 18.
- Non-resident Pakistanis and government employees cannot apply.
- Up to two applications per CNIC. 25% of loans are meant for women.
How to apply (online only)
- Open the PM Youth Programme loan portal through pmybals.pmyp.gov.pk and click "Apply for Loan".
- Fill the online form with your CNIC, business plan and the bank you prefer. Urdu and English filling guides are on the portal.
- The bank checks your plan and credit record and contacts you. Use "Track" on the portal to see your status.
There are no paper forms at branches. SMEDA gives free help with business plans on (042) 111-111-456 (Lahore head office).
Status in October 2026
The scheme is running. The 2026-27 federal budget set aside Rs22.4 billion for it, and the PM Youth Programme chairman said on 24 October 2026 that loans are still being given. One bank page (MCB) still says "valid till 30 June 2026", so confirm with your bank. In February 2026 officials proposed raising the Tier 3 limit to between Rs20 million and Rs30 million. The portal still shows Rs7.5 million, so treat the higher figure as not yet in force.

Tier 4: overseas job and laptop loans
In February 2025 the government added a Tier 4 to the youth scheme, and both apply links are live on the portal:
- Prospective overseas workers: up to Rs1 million at 0% for training, visa, travel and settling-in costs. You must be 21 to 45 and hold a job offer verified by the Protector office, the Pakistan mission or a licensed recruiter. Tenure is up to 5 years, with a family member as guarantor.
- Laptops: Rs150,000, Rs300,000 or Rs450,000 at 0% for students of HEC-recognised institutions (age 18 to 30), freelancers and young entrepreneurs. Tenure is up to 4 years.
3. PM Interest Free Loan Programme (Bila Sood Qarza)
This is the federal loan for the poorest families. The Pakistan Poverty Alleviation Fund (PPAF) runs it through partner organisations such as Akhuwat. Loans are up to Rs75,000 at 0% for a small business such as a shop, stitching, livestock or a cart.
- Age 18 to 60, with a valid CNIC.
- Household poverty score of 0 to 40 on the poverty scorecard.
- Must live in a covered union council and show a workable business plan.
PPAF's June 2026 report shows 3.16 million loans worth about Rs126 billion since 2019, through 736 loan centres in 110 districts. More than half the borrowers are women. To apply, visit the nearest PPAF partner loan centre; there is no national online form.
4. PM Fan Replacement Program (Fans on Instalments)
Launched in February 2026, this scheme swaps old ceiling fans for 5-star energy-saving fans. You pay in monthly instalments added to your electricity bill, over 6 to 18 months. The government gives banks a 10% first-loss guarantee.
- Apply on efan.gov.pk or the "PM Fan Replacement Program" app, then choose a bank.
- The electricity bill must be in your name, on a SIM registered to your CNIC. Tenants cannot apply.
- No more than four late bill payments in the last 24 months.
- Installation is paid to the maker: Rs1,000 for the first fan and Rs800 for each extra fan.
The portal shows your financing limit after it checks your details. The pages we read do not state a markup rate, so check it on the portal before you confirm.
Closed, Renamed or Paused Federal Schemes
- Mera Pakistan Mera Ghar: the 2020 to 2022 housing subsidy. New disbursements stopped in July 2022 and it has not reopened. Do not apply on any site using this name.
- Mera Ghar Mera Ashiana: not closed but renamed. It is now the Wazir-e-Azam Apna Ghar Program on better terms.
- Kamyab Jawan: replaced by PMYB&ALS in December 2022.
- PAVE e-bike and e-rickshaw scheme: Phase 1 (2025-26) offered interest-free financing with a federal subsidy. Reports say a Phase 2 was approved in May 2026, but we found no official application window open on 28 October 2026. Ignore sites selling "registration" for it.
Shahbaz Sharif vs Maryam Nawaz House Loan: Which One?
Many people also search "CM Punjab house loan scheme 2026" or "Maryam Nawaz house loan scheme". That is a different, Punjab-only loan.
| Feature | PM house loan (federal) | CM Punjab house loan (ACAG) |
|---|---|---|
| Area | All Pakistan, GB and AJK | Punjab only |
| Amount | Up to Rs10m | Up to Rs1.5m |
| Markup | 5% for 10 years, then market rate | 0% (interest-free) |
| Your share | 10% of property value | None; you must already own the plot |
| Lender | Any participating bank or HBFC | Bank of Punjab and partners |
| Portal | apnaghar.gov.pk | acag.punjab.gov.pk |
A family in Punjab that owns a small plot and has a low income is usually better off with the interest-free Punjab loan. A salaried family anywhere in Pakistan that wants to buy a house or flat needs the federal loan. See Apna Ghar vs Apni Chhat Apna Ghar and our Maryam Nawaz loan scheme guide for the Punjab side.
